Greetings and wishes.

Structure:
Я поздравляю (My congratulation to) + noun (in A.c.) + с (with) + noun (in I.c.)
Я желаю (My wishes to) + noun (in D.c.) + noun (in G.c.)

Examples:
Я поздравляю сестру с праздником. I congratulate my sister with the event.
Мы поздравляем вас с рождением дочки! Congratulations on a baby girl!

Я желаю вам счастливого Рождества! Wishing you a Merry Christmas!
Она желает тебе удачи. She wishes you success!
Он желает ей отличного вечера. He wishes her a good evening!
Они желают ему хороших выходных. They wish him a good weekend.
Мы желаем им интересной поездки. We wish them an interesting journey.

You can say shortly:
Я, мы(I,we) + Поздравляю(congratulate)
1) поздравляю + тебя, вас, Вас(you, you(plural) or you(respectful)) + с (with) + noun (in I.c.)
2) поздравляю + с(with) + noun (in I.c.)
3) с(with) + noun (in I.c.)

Я, мы(I,we) + Желаю(wish)
1) желаю + тебе, вам, Вам (you, you(plural) or you(respectful)) + noun (in G.c.)
2) желаю + noun (in G.c.)
3) noun (in G.c.)

Examples of shortening:
Мы поздравляем вас с Новым годом. We wish you a Happy New Year!
Поздравляем вас с Новым годом! Wishing you a Happy New Year!
Поздравляем с Новым годом! Best wishes for the New Year!
С Новым годом! Happy New Year!

Я желаю тебе счастья! I wish you happiness!
Желаю тебе счастья! Wishing you happiness!
Желаю счастья! Be happy!

What wishes cannot be shortened?

You can omit the subject (that wishes and greets) and object (that receives wishes and greeting) from the sentence only if it is Я (I) or Мы (We) who wishes Тебе(you) or вам(you-for plural) (Вам - a respectful you), as in the examples above.

If you are saying that someone else wished someone else happiness or congratulates someone, then you will have to use the full forms of those structures.

For example:
Дети поздравляют Ваню с днём рождения. Children congratulate Vanya on his birthday.

You cannot say: "поздравляют Ваню с днём рождения" (congratulate Vanya on his birthday) or "поздравляют с днём рождения" (congratulate on his birthday), because the sentence will loose it’s sense in that case.

Different examples:
Я поздравляю тебя с днём рождения! Wishing you a Happy Birthday!
С днём рождения! Happy birthday! (I or We congratulate you, you(plural) or you(respectful))
С рождеством! Merry Christmas!
(I or We congratulate you, you(plural) or you(respectful))
Желаем вам счастья! Wishing you happiness! (We wish)
Счастья! Much Happiness! (I or We wish you, you(plural) or you(respectful))
Удачи! Good luck! (I or We wish you, you(plural) or you(respectful))
Здоровья! (I or We wish you, you(plural) or you(respectful)) Good health! Stay healthy!
Хорошо тебе сдать экзамен! Good luck on your exam! (I or We wish)
